(a)          Decision(s)

That the contractual arrangements for the Council’s recycling facility as outlined in the Cabinet report, be approved.

(b)          Reason(s) for Decision(s)

The existing contract expires this year and a tendering exercise has been carried out jointly with Cherwell District Council.  The results of the evaluation are contained in the confidential section of the Cabinet report.

(c)        Alternative Options Considered

None as such.  If AVDC decided not to enter into an income share arrangement, another procurement exercise could be carried out, but there would be no guarantee that an improved gate fee would be secured.

(d)       Relevant Scrutiny Committee

Environment and Living.  That Scrutiny Committee received a similar report at its meeting on 28 March, 2018 and supported the proposed arrangements.  The Committee Chairman attended the Cabinet meeting and reported on the Committee’s deliberations.
